Self-assessment questionnaire (revised Long Form Report)
The CSSF launched the 2027 Long Form Report (LFR) Campaign on 3 November 2026.
The LFR applies to Luxembourg credit institutions and Luxembourg branches of non-EU credit institutions in accordance with Circular CSSF 22/821, as amended by Circulars CSSF 23/845, 24/865 and 25/897. It also applies to Luxembourg branches of credit institutions whose head office is located in another Member State, pursuant to Circular CSSF 07/325, as amended by Circulars CSSF 21/765, 22/827 and 25/898.
As from 3 November 2026, the entities concerned may access and complete the Self-Assessment Questionnaire (SAQ) via the CSSF’s dedicated online portal (eDesk). For entities with a financial year ending on 31 December 2026, the reference date of the SAQ is 31 December 2026, and the completed questionnaire must be submitted by 31 March 2027.
The main changes introduced to the SAQ for the 2027 campaign are summarised below:
- New module on the mortgage credit directive (MCD) which applies to Luxembourg credit institutions, Luxembourg branches of non-EU credit institutions and Luxembourg branches of credit institutions whose head office is located in another Member State: the module aims at assessing compliance with the requirements of the Law of 23 December 2016 on credit agreements for consumers relating to residential immovable property, which transposes Directive 2014/17/EU (the Mortgage Credit Directive – MCD) into Luxembourg law. It covers the scope of application of the MCD, governance and compliance arrangements, internal audit oversight, and the institution’s own assessment of its compliance;
- New module on the protection of clients’ financial instruments and funds which applies to Luxembourg credit institutions and Luxembourg branches of non-EU credit institutions: the previous section 5 of the MiFID module of the SAQ has been removed and replaced by a dedicated module containing a harmonised set of questions on the protection of clients’ financial instruments and funds. The new module aims to standardise the descriptive part of the report on the protection of clients’ financial instruments and funds required under Article 7 of the Grand-ducal Regulation of 30 May 2018. It covers, among others, compliance with Article 37-1(7) and (8) of the Law of 5 April 1993 on the financial sector (LFS), Article 13(4) of the Law of 5 August 2005 on financial collateral arrangements, and Section 2 of Chapter 1 of the Grand-ducal Regulation of 30 May 2018;
- New module on out-of-court complaints which applies to Luxembourg credit institutions, Luxembourg branches of non-EU credit institutions and Luxembourg branches of credit institutions whose head office is located in another Member State: this module now enables institutions to submit, via eDesk, the annual table of complaints registered during the year, together with the summary report on complaints and the measures taken to handle them, in accordance with CSSF Regulation No 16-07 on out-of-court complaint resolution and Circular CSSF 17/671. The latter will be updated soon to reflect this new reporting channel via the SAQ.
In addition, several existing modules have been updated to provide further clarifications, simplify certain questions and reporting requirements, and request additional information where considered necessary.
Entities subject to the LFR, and in particular to the SAQ, are invited to consult the dedicated page on the CSSF website. The page includes a summary table indicating the level of application of the different modules, as well as any applicable exemptions.
