Topic: Complex proliferation financing and sanctions evasion schemes

Description: The specialists will present key findings of the FATF Report on Complex Proliferation Financing and Sanctions Evasion Schemes of June 2025, including an up-to-date overview of threats and vulnerabilities relevant to Proliferation Financing and sanctions evasion, common challenges between relevant typologies, and good practices.

The specialists will also discuss the following through case studies:

• techniques used by those evading the PF-related targeted financial sanctions (TFS) detailed in Recommendation 7, which is required by the FATF Standards, as well as techniques to evade other sanctions regimes (such as national and supranational sanctions) that are not covered under Recommendation 7 of the FATF Standards ;
• notable enforcement challenges and good practices, which helps to inform countries’ PF risk assessments and risk mitigation processes ;
• various mechanisms in domestic co-ordination and collaboration, and international cooperation relevant to PF and sanctions evasion.
